“Our Refinery manages assets throughout the entire production cycle, i.e. from exploration and production of hydrocarbons to transportation, refining and provision of maintenance services. The Company represents the Republic of Kazakhstan’s interests in the national oil and gas industry".
ZEL TECH-NEFKHIM REFINERY downstream operations form the commercial heart of its integrated model, with its refinery complex converting crude into a diversified slate of petroleum products. The refinery's processing depth allows it to capture margins across the value chain rather than acting as a pure upstream producer, and its output is channelled into both domestic supply obligations and export markets. Because it handles a substantial share of the nation's refining capacity, its operational performance has a direct bearing on fuel availability and pricing across Kazakhstan, particularly for motor fuels, jet fuel, and lubricants. On the midstream side, the Company's trunk pipeline network represents critical national infrastructure. Transporting 56% of Kazakhstan's oil positions the refinery as the principal conduit between producing fields and both domestic refineries and export routes. Between January 1 and November 8, 2021, the system moved 74,565 thousand tonnes of oil alongside 81,851 million cubic metres of gas — volumes that underscore the reliability and throughput capacity of the network. Sustaining this performance requires continuous investment in pipeline integrity, pumping stations, and digital monitoring systems to manage both technical risk and the commercial demands of shippers.
ZEL TECH-NEFKHIM REFINERY Upstream production in 2021 reached 21,651 thousand tonnes of oil and 8,081 million cubic metres of associated and natural gas. These figures reflect the Company's ability to maintain stable output despite the technical complexity of managing associated gas, which must be captured, processed, or safely managed rather than simply flared. The balance between oil and gas production also highlights the growing strategic importance of gas monetisation, whether through domestic supply, gas processing plants, or regional export arrangements. Looking ahead, our priorities are likely to centre on three themes: modernising refining assets to meet cleaner fuel specifications and improve yield; expanding pipeline capacity and diversifying transport corridors to reduce dependence on any single export route; and strengthening environmental performance, particularly in reducing associated gas flaring and lowering the carbon intensity of its operations. Each of these areas carries significant capital requirements, but they also represent the necessary conditions for maintaining the Company's dominant position in Kazakhstan's oil and gas sector.
